Interconnection

The following list of optimum generation location sites is provided in accordance with the Commission's requirements in its "Order on Triennial Market Power Updates and Announcing New, Interim Generation Market Power Screen and Mitigation Policy" (97 FERC 61,219) issued November 20, 2001 and "Notice Delaying Effective Date of Mitigation and Announcing Technical Conference" issued December 20, 2001.

Southern Companies have identified optimal sites on the transmission system for the interconnection of new generation, particularly base or intermediate load facilities. These sites have been identified assuming a 600 MW facility. Generation facilities larger than 600 MW may not be feasible in these identified areas. Some sites are listed based on interconnection studies that Southern Companies have previously conducted. Other sites have not been explicitly studied, but are included based upon Southern Companies' current knowledge of and experience with their transmission system.

Generation located at these sites appears to be less likely to cause severe transmission system impacts and as such, are not expected to necessitate extensive transmission network upgrades. There may be other sites (which are not listed) that may offer similar capabilities. It must be emphasized that the full extent of the impact of a particular generation facility on the system and any required transmission system improvements cannot be determined absent a specific study associated with the generation facility and the desired transmission service.

Included in the links below are maps showing areas with known stability constraints. Substantial, long lead-time transmission improvements may be required to accommodate additional transmission service in these areas.

Parties interested in interconnecting generation should independently evaluate these sites as they would evaluate any potential generation site, and transmission base cases are available upon request (subject to appropriate CEII and confidentiality requirements) to facilitate such an evaluation. Potential generators assume all risks should they decide to interconnect generation at one or more of these sites. Moreover, this list of sites reflects only a transmission perspective and does not consider other issues that may be relevant, such as fuel supply, water supply or environmental concerns.

Southern Companies do not make, and expressly disclaim, any representation regarding the suitability of the sites for locating new generation. By posting this list of sites, Southern Companies are not offering to purchase the output of any generation that may be constructed at such sites, nor do Southern Companies warrant or otherwise guarantee the availability of transmission service from these sites.

The need for transmission improvements may not be equal in all listed areas and may be impacted significantly by the choice of generation connecting voltage and magnitude of addition. Also, improvements may be impacted by other generation development within or external to the control area.
